Project delivery on major capital projects can be complex and every project is unique. The key factors that led to the contracting strategy on Brightwater included the size and complexity of the project, the tight schedule (which included lengthy siting, public involvement, and environmental review processes), the advantages and limitations of different delivery methods (including state and county procurement laws), and the different types of work involved. Based on these factors, the county selected to have separate contracts for the treatment plant, conveyance, and marine outfall during the predesign and design phases; one GC/CM contract for treatment plant construction; separate contracts for the conveyance tunnel construction, facilities, influent pump station; and a design-build contract for the marine outfall.
