The successful implementation of a defects-based bridge management system and adoption of bridge performance indicators for national roads in South Africa

The South African National Roads Agency Limited (SANRAL) uses a defects-based bridge management system. This differs from a general condition-based system. The defect-based system uses the DER (Degree, Extent and Relevancy) method for inspections. The output of the system is discussed and successes are highlighted using actual data from the first round of bridge inspections that were carried out during 1999 and 2000. Bridge repairs projects identified and undertaken using the priorities generated is outlined by the use of case studies. SANRAL's new bridge performance index, the Bridge Condition Exposure (BCE), which monitors performance against objectives set to provide a superior primary road network in South Africa, is also dealt with.
