Critical activities in developing a sustainable PV system pilot project which include planning, procurement, installation, monitoring and evaluation of the 98 Solar Home Systems in two pilot villages in NorthernThailand are described. In the planning stage, emphasizes had been given to technical specifications, organization and management model designs aiming to ensure the sustainability of the program. System component specifications, carried out by Chiang Mai University, were focused on energy efficient, high performance and high manufacturing standard to ensure high system reliability needed for operation in remote area. Equipment procurement and construction were completed by a contractor selected through a competitive bidding. During construction phase, the contractor was required to employ villagers for labor intensive task e.g. material transportation, basic civil work and cable wiring etc, to gain active community participations. Community management capability, which is closely related to leadership of community leader, is found to be an important factor for sustainability. And when electricity helps generate income e.g. from household industry, the program sustainability is drastically improved.
