Data and application systems accessible from the Web can be directly used for constructing instructional materials for teaching, training, problem solving and decision support. Search engines, such as Google, allow users to search and browse individual Web resources. However, these resources are not structured for instructional purposes. In this work, distributed and sharable learning resources are modeled by two types of Learning Objects (LOs): Atomic Learning Object (ALO), which models a basic unit of instruction and encapsulates Web resources, and Composite Learning Object (CLO), which models a learning process in the form of an activity tree. The activity tree makes references to ALOs and other CLOs that constitute a CLO. The structures and behaviors of both types of LOs are uniformly published as Web-Services in a constraint-based Web-Services broker, which is an extension of the UDDI registry. This paper presents the design and on-going implementation effort of the learning object models, XML-based learning object definition languages, authoring tools, and a learning object registry service for achieving dynamic and collaborative e-learning.
