The Site Preparation Contract for Hong Kong International Airport at Chek Lap Kok involved moving very large quantities of materials in a very short period of time. Many reclamations had been carried out previously in Hong Kong and fast track reclamations had focused on dredging marine mud rather than retaining mud in place and acceleration of consolidation by using wick drains and surcharging. This paper describes the planning and design philosophy which led to adopting a dredged reclamation utilizing a large dredging fleet and earthmoving which was more akin to mining than civil engineering in order to complete the reclamation "within time and for the minimum budget".
