The 1990s was decreed the decade of development for Hong Kong - a period of growth in which the focus would shift away from the now-occupied new towns scattered across the New Territories to projects guaranteed to both attract and sustain investment. The most spectacular of these is, of course, the new airport at Chek Lap Kok with its associated international and territory-wide infrastructure links.
