Regulatory pressures and technological advances in control equipment have rapidly driven downcombustion turbine (CT) emission limits throughout the country for nitrogen oxides (NOx),carbon monoxide (CO), particulate matter, and volatile organic compounds (VOCs). In severallocations in the United States, mandated Nox levels are now as low as 2 ppm. And simple-cycleNox ppm permitting is decreasing to levels similar to that of combined cycles. Given today'srapidly changing technical and environmental environment, power generators need access to keyinformation to support technology selection and environmental compliance decisions; suchdecisions can have significant economic consequences. This paper presents pertinent informationfor power generators faced with air quality permitting decisions for combustion turbines,including information about air permitting, emission control, and monitoring requirements forCT power projects greater than 20 MW. The paper also identifies the current trends in air qualityregulatory and permitting actions that can affect the siting of CT projects.
