Review of previous researches is made on the damage rate of buildings by strong earthquakes and the vulnerability curves based on the data of past earthquake damages. A mathematical model of building damage rate by earthquakes considering the probability distribution both for the earthquake resistance capacity and the earthquake force is discussed and theoretical vulnerability curves are shown in terms of peak ground acceleration and seismic intensity. Finally, a study is made on the vulnerability curves of wooden buildings based on the information on the observed damage rate and the estimated ground motion intensity of the most severely shaken area in the 1995 Hyogo-ken Nanbu earthquake.
