Renewable energy and a green certificate market

Liberalizing the electricity industry and attempts to reduce the emissions of greenhouse gases are the two dominant trends in European energy policy. The last mentioned issue might require the contribution from renewable energy technologies, but at present most renewables cannot compete on their own with conventional technologies. Thus it can be expected that if renewables must compete solety on pure market conditions this will halt the development of new renewable capacity.
