SUMMER OF 1998 LOWER RIO GRANDE VALLEY OPERATIONS

At 2:57 PM on July 3,1998, CPUs Rio Hondo substation received some light misty rainfall. Two separate sets of free-standing 345KV current transformers (CTs) flashed-over resulting in two CΦ?line-to-ground faults. There were approximately 29 seconds between the two CΦ?line-to-ground faults. This disturbance resulted in the opening of three 345KV transmission lines, two 345/138KV autotransformers, two generating units, and the loss of at least 352 MW of load across CPUs system in the Lower Rio Grande Valley. The intention of this paper is to share an understanding of the operations at the Rio Hondo 345kV Station and its impact on the Lower Rio Grande Valley Power System.
