DEVELOPMENT AND IMPLEMENTATION OF THE KI-MACS COMPUTERIZED MATERIAL ACCOUNTING SYSTEM IN RUSSIA

Six US Department of Energy Laboratories are carrying out a program of cooperation withthe Russian Research Center Kurchatov Institute to improve nuclear material protection,control and accounting (MPC&A) at Kurchatov. One significant area of cooperation is thedevelopment, deployment and implementation of a site-wide computerized control andaccounting system for nuclear material. Development of this system, named KI-MACS, hasbeen carried out in cooperation with Los Alamos and other National Laboratories of the USDepartment of Energy. Application software for KI-MACS has been developed atKurchatov and the system has been fully integrated with bar code printing and readingequipment, electronic scales, and nondestructive assay equipment provided under the DOEMPC&A Program. The KI-MACS system has been developed for the accounting andcontrol of various materials in itemized and in bulk form, and may be applied to a singlenuclear facility, to a group of facilities of an enterprise, to a group of nuclear enterprises,and, under certain conditions, as a system of a branch level. The KI-MACS systemcontains software tools for generation of various accounting reports including those whichare compatible with IAEA accounting report formats. After completion of its informationsecurity certification in June 1998, KI-MACS was put into trial operation on 14 nuclearfacilities at KI RRC as a site-wide system. By the end of 1999 KI-MACS had beendeployed at six sites as a branch-wide computerized material accounting system for theRussian Navy, and at the Murmansk Shipping Company for the Russian nuclear icebreakerfleet. In addition it has been installed at the Mining-Chemical Combine at Zhelesnogorsk,Russia, as a prototype to be developed as a site-wide computerized material accountingsystem of the Combine with perspectives to become a standard system for a number ofsimilar Russian nuclear complexes.
