Incorporating Risk-Based Security Elements in Highway Project Planning

The Federal Highway Administration has developed a framework document to help better define key decision points for effectively integrating security measures into project development. This paper will explore ideas from this framework that can help transportation planners meet owner needs for project development. Local, state, and regional planning organizations have well-defined processes to plan transportation projects, but incorporating security is a relatively new area for the highway community. While planning for security poses challenges, at the same time such planning has potential to produce structures with a level of resilience expected by the owners at the best possible cost. This paper's focus is on highway projects involving bridges and tunnels. The processes described apply to the design-bid-build method of contracting, but because many recent bridge and tunnel security projects use the design/build approach for contracting, the paper will also describe how the processes and considerations for traditional planning are just as applicable and even more important for design/build projects.
