Regulatory Agency Interaction with the Cluster Rule-The State perspective/Experience

The cluster Rule is now a year old. The pulp and paper industry has begun to implement many of the aspects of the rulemaking. Nonetheless, numerous questions asked by industry of USEPA conceming the rule and its interpretation remain unanswered and/or require additional clarification .State regulatory agencies have had their own set of questions for EPA concerning the rulemaking and ocmpliance. In some situations this has compounded an understanding of the rule's application for both the affected mills and the state agencies haivng additional regulatory voersight. A panel of state regulatory authorities fro mgeorgia, Maine and washington and a representative fro mNCASI will discuss the impact of the cluster rule in their respective jurisdictions and provide their perspective of "What's next for cluster".
