Planning processes used to rebuild housing in Kobe since the January 17, 1995earthquake have adapted programs which had been in existence prior to the event. Within twoweeks of the earthquake a Disaster Restoration Zone was delineated by the National governmentwhich was coterminous with a pre-existing planning boundary defining the urbanized metropolitanarea. In addition, differential planning processes, as well as design criteria, were mandated forthree types of subzones. During the first two years after the earthquake these planning processessignificantly impacted the rate of housing reconstruction, the size and type of projects as well as thepublic/private auspices of construction. Approximately 75% of the new housing units were builtby the private public sector. The majority of these units were in multi family structures under 40units.
