摘要

The implementation of a safety culture in the shipping industry cannot be done without the full commitment of the ports where the ships operate. A major contributory factor in th implementation of such a culture is, besides the enforcement of different type of legislation, the full commitment of people. That is to say, the involvement of the human resources available. In this paper, the new Portuguese policy in ports will be highlighted and the steps that have been taken in the education and training of human resources will be considered.
