Competitive market pressures are forcing owners of steam turbines to reduce operation and maintenance (O&M) costs. As part of those cost reductions, the time intervals between steam turbine major overhauls or turnarounds are being extended while at the same time it is desired to reduce the time to accomplish the outages when they do occur. In critical applications where the steam turbine is heavily integrated into plant processes, a loss of turbine availability can result insignificant reductions in plant production and revenue. to quantify the technical and financial risks associated with outage and maintenance decisions for these turbines, a major insurer assembled a team of manufacturing, process (refinery, petrochemical), repair, and insurface experts to develop a process to identify, quantify and reduce risk to assist in prioritizing, scheduling, and justifying steam turbine maintenance requirements. These efforts resulted in establishment of a steam turbine risk-based assessment tool called STRAP (Steam Turbine Risk Assessment Program). This paper presents the details of the STRAP program, the technical and cost benefits of the program, and early validation results.
