As in many parts of the American West,the Willamette and Sandy Basins of Oregon have a high proportion of federal land ownership.Lands are held primarily by the U.S.Forest Service (USFS) and the Bureau of Land Management (BLM).The upland areas often generate the sources of water for downstream municipalities,either through the direct development of facilities on public lands (such as the Bull run system utilized by the City of Portland),or by being the headwaters areas of rivers which are tapped for municipal supplies in lower parts of the watershed.
