In 1990 the American Water Works Association (AWWA) Water Rights and Allocation Committee published its first handbook on water rights.The 123 page handbook entitled Water rights of the Fifty States and Territories was a success,however,the riparian system was not discussed adequately due to the general nature of the book and the need to cover the entire United States.
