Protection of human health and life from terrorism and securitization of water infrastructure is a new responsibility which cannot be properly accomplished with the methods of the past. The world has forever changed since 9/11 and we are now forced to consider and evaluate what new and intensified efforts should be made to further enhance security for water treatment systems . The security vulnerability assessment, emergency preparedness, and emergency action plans, to name a few, must be carefully and deliberately re-thought. We need to re-think this not only from our perspective of protecting health and safety but from the terrorist perspective of creating as much death, suffering and destruction as possible. Plans can no longer be limited to natural disasters such as hurricanes, floods, tornadoes, and earthquakes. They also cannot be limited to catastrophic equipment failure, extended power outages, fire, chemical spills, or organized labor issues. Today's plans should be re-thought to include reducing the risk posed by terrorism threats as well Part of this careful re-thinking includes the way that water and wastewater system owners go about conducting a security vulnerability assessment., ( SVA). Most proactive owners are using the Sandia National Laboratory's Risk Assessment Methodology for Water (RAM-W) to identify and protect critical infrastructure assets. The RAM-W helps an owner establish a foundation for risk management and security enhancement. The RAM-W includes a strategy for planning and prioritizing the protection of critical infrastructure assets. It provides a framework for making decisions about which are the most critical using a pair wise comparison. Next a design basis threat is created to identify and plan for potential threats to the utility. A detailed and well organized inventory of the critical assets associated with each facility is then generated using a fault tree analysis process. The critical assets are
