Thoughtful contracting of long-term operation and maintenance services: a model for success

In the interest of reducing costs,managing risks,and improving performance,many governmental agencies are con sidering and/or implementing public-private partnerships for the development and operaiton of their water and wastewater systems.Strategic contracting is the single-most important element for ensuring hte success of public-private partnership in municipal services in the long term.
