IN June 1996, HP and Tivoli announced an open, vendor-neutral Application Response Measurement (ARM) API. The ARM API provides not only a metohd for traching the response times of user-defined applications and transactions but also an opportiunity for generating better calibrated performance modes. In this paper we explore modeling implications with the ARM API. We also examine the strengths and weakenesses of the API, and the possible obstacles that may affect wide deployment of the API. In addition, the time cost (overhead) of making the API calls is also assessed. We believe that the success of the ARM deployment depdens mainly on the extent of user participation.
