San Francisco Public Utilities Commission is implementing the $4.6 billion Water System Improvement Program (WSIP) to repair and seismically upgrade their water system. The program comprises over 80 separate construction projects including dams, tunnels, pipelines, treatment plants and special facilities. SFPUC has developed an innovative Safety Approach for the program which clearly defines roles, responsibilities, policies and procedures for all program stakeholders to maximize control of foreseeable risk, and instill top-down support for an effective safety culture. The presentation will discuss how the Safety Approach is a clearly defined and uniformly applied partnership between the Owner, Program Construction Manager, Construction Managers and the General Contractors in implementing and overseeing construction safety.
