The Tunnel and Reservoir Plan (TARP), commonly known as the Deep Tunnel Proejct, is the daring and unique concept developed by the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) as a two-phase solution to the problem of waterway pollution and basement flooding due to sewer system backups created by the combined sewer overflows (CSOs).
