Research conducted in the past decade has elucidated much about the nature of carcinogenic processes and continue to provide new information. On April 23, 1996, the Environmental Protection Agency (EPA) proposed new carcinogen risk assessment guidelines (61 FR 17960), which when final, will replace the guidelines currently in effect, EPA's 1986 Guidelines for Carcinogen Risk Assessment (51 FR 33992). The intent of the proposed guidelines is to take account of knowledge available now and to provide flexibility for the future. The proposed guidelines retain default assumptions to bridge gaps in knowledge and data, but support incorporation of information on mode of action and toxicokinetics when sufficient data is available to depart from a default position.
