One of the key technical challenges which had to be overcome to validate the viability of High Speed Rail (HSR) program for the Northeast Corridor (NEC) was hw to minimize the travel time between New York and Boston, particularly in the winding. non-electrified corridor between New Haven and Boston. Extensive Amtrak marketing analysis indicated that trip between New York and Boston must no exceed three hours to attract prospective passengers who presently use air transportation. In fact, the three hour maximum trip time was considered so essential to the success of the program. that it became specifically mandated by the United States COngress as a condition for providing funding.
