A Workload Balancing Solution for the Problem of Risk Management of Parolees

This paper presents a model for allocating probation officer resources that combines a statistical model for probationer risk classiication and a nonlinear multi-criteria programming resource allocation model for workload balancng. Data for the model were obtained from the Florida Department of Correction. The statistical classification model identifies expected likelihood of failure during discrete periods of supervision. The proportion of probationers in each risk category is used as an input to an integer, nonlinear resource allocation model where the decision variables are the number of visites to probationers by type of visit and risk classification. Model constraints include performance characteristics, service time constraints, public safety issues, and reduction in probtaioner failures.
