Residents on local neighborhood streets concerned about the quality of their environment have long recognized that the traffic engineer's usual determination of traffic capacity greatly exceeds their expectations. They have been frustrated, at public hearings for proposed commercial development and roadway "improvements" that will increase traffic on their streets, by the inability to quantify a traffic threshold that would document their particular situation.
