This paper presents procedural and methodological steps and an associated computer package for the calculation of risk to health from releases of toxic or flammable substances. The computer palckage is one of the products of the SOCRATES (Safety Optimization Criteria and Risk Assessment Tools for Emergency and Siting) programme which was undertaken by N.C.S.R "Demokritos", Dienst Centraal Milieubeheer Rijnmond (DCMR), University of Liege and Kemakta Konsult A.B.and was partly financed by the Commission of the European Union (Contract STEP-CT90-0093(TSTS)). The objectives of the SOCRATES project were the development of a methodology for risk assessment, a methodology for the assessement of the frequency of seismic initiators, a methodology of introducing risk considerations into land use planning and assoicated computer codes for implementing these methodologies. Here, however, only the risk assessment procedural steps and the coresponding computer code are described. The main features included in this code are
