Secondary containment systems for bulk oil storage facilities

In the past few years,several hundred facility inspecitions have beneconducyed for the Spill Prevention,Control and Countermeasures (SPCC)program in the six states within U.S.EPA's Region 5 (Illinois,Minnesota,Michigan,Ohio,Indiana and Wisconsin).The predomainant violations/deficiencies icted fro these faciliteis were 1) lack of a spill prevention plan: 2) lack of appropriate ocntianment,divesionary strucutres or equiepemtn to prevent discharged oil form reaching a navigable water course: 3) inadequate or permeable secondary containment or diversionary structures; and 4) lack of or an inadequate quick d4rainage system in the facility tank car or tank truck loading /unloading area.
