摘要

This paper develops a quantified skills matrix model for a project manager to assist his staffing decision. This matrix model uses a database that includes each member of an organization with their experience, educational background, quantified technical experise, professional registrations, etc. This information is then anlayzed using a computer program to objectively establish which group of individuals within the ortganization proesses the right mix of skill and experience to staff particular projects.
