Modern acquisition practices and reuse: insights and issues from BM/C3

This paper communicates the perspective on reuse obtained from experiences on the National Missile Defense (NMD) Battle Management, Command, Control, and Communications (BM/C3) program related to the application of modern software acquisition practices. The principal tenet for modern BM/C3 acquisition is evolutionary development. Several supporting tenets including reuse are identified. Insight is provided into how the tenets relate to one another. Using reuse as the perspective, the paper describes from the Government perspective the potential impact of the tenets on acquisition practices, and discusses the lessons learned and expectations related to each tenet. BM/C3 experiences, which have been primarily at the system engineering level and are very limited at the software development level, are balanced against the software development experiences reported in the open literature.
