Institutional issues are usually more challenging than the technical issues in an IVHS strategic deployment planning process. This paper summarizes the effort to develop the jurisdictional frame work for the Portland IVHS Master Plan. A successful jurisdictional framework will provide the following key benefits (the four E's):1. Efficient sharing of information2. Expeditious incident detection, response and clearance3. Effective implementation of suitable traffic control strategies4. Enhanced value of IVHS user servicesThe Portland region's transportation corridors are served by over 60 agencies providing maintenance, operations, enforcement, emergency services and communication support. These agencies can be grouped into the following categories:1. Emergency communication (6 agencies)2. Fire and rescue (11 agencies)3. Police (17 agencies)4. Hazardous materials (4 agencies)5. Maintenance (8 agencies)6. Traffic operations (10 agencies)7. Transit operation (2 agencies)8. Data collection/forecasts (10 agencies)Development of a suitable jurisdictional framework involves identification of current agency roles, identification of key coordination issues, and developing an interagency framework based on the functional process and technology applications specific to the local conditions.Key coordination issues include incident related issues and ATMS related issues. Incident related issues generally include roles, responsibilities, communication, staffing and equipment needs. ATMS issues involve coordination equipment compatibility. Communication, policy, staffing, equipment and funding needs.The interagency framework is built around the functional process with key elements of surveillance, communication, information processing, response and dissemination to end users. The resulting framework is a communication and reporting structure for traffic and incident management that is based on specific local conditions and IVHS programs.
