In July, 1994, Vice President Al Gore released the report Technology for a Sustainable Future. The report resulted from an interagency effort under the auspices of the National Science and Technology Council (NSTC). In each of ten critical policy areas, the participants who prepared the report considered where federal government action could encourage new partnerships that would facilitate the development of U.S. environmental technology products and services. The report initiated a national outreach process that has featured participation by a wide range of individuals from industry, state and local governments, academia and the American public. Over 30 workshops across the nation contributed to the understanding of what new policy actions could be formulated to insure that American environmental technology is dominant in the global market. In December of 1994, a White House Conference was held in Washington, DC where a total of 1200 participants joined Cabinet members and the Vice-President to prepare specific strategic elements that would constitute a National Strategy.The culmination of this policy development was reached by the release of the National Environmental Technology Strategy that is entitled Bridge to a Sustainable Future in April 1995 by Vice-President Gore. The Strategy contains a core set of five theme areas that emerged from the outreach process that could be used to guide future activities. Within each theme area is presented a significant finding that was determined from stakeholder inputs, a goal that wasestablished in response to the finding, and sets of initiatives that together articulate a technological path that will lead the nation toward sustainable development. The core set of theme areas are:Performance, Flexibility, AccountabilityInnovation for Environmental ResultsCommercialization of Products/ServicesBuilding Sustainable CommunitiesLearning and Working Together This paper will relate the determinations made in some of these areas. In addition it will delineate the partnership roles that will be necessary to accomplish the goals of the national strategy.
