Earthquake induced disaster during snow period: Questionnaire survey on earthquakes occurred in Niigate Prefecture during snowfall period

Frequent occurrences of the earthquake in Japan cause heavy toll of lives and properties. Such earthquakes, if occurred in snow period, may cause greater devastation to the society as well as the environment. During these seasons, the chance of snow avalanche will suddenly be raised up due to the earthquakes. Ski spots are very popular in Japan and are the main spots for public accumulation during winter. But these spots are not well designed to counter possible disaster due to the damage liable to be induced by the earthquake. The population of mountain area, a heavy snow fall zone, is gradually decreasing because of lack of job opportunities. Specially, the country side looks like a ghost town during day time as almost all the ouths are engaged in their work in big cities. Only the aged population will be remained in the village. Unfortunate occurrences of the earthquake in such area during snow period in daytime may create havoc due to lack of efficient rescue activities. Specially for the physically handicapped disables, the problem is even more serious.
