Space assets are frequently faced with the threst of collision with other space object. Space asset managers make spacecraft collision avoidance maneuver decision based on ad-hoc criteria derived from incomplete available information. The purpose of this paper is to define a rigorous asset maneuver criterion to be derived from complete available information, and to describe its implementation. I wish to thank Dr James Woodburn (AGI) and Dr Vince Coppola (AGI) for their helpful reviews.
