In the past five years, China has utilized Weigh-in-Motion (WIM) technology to reduce delay and increase enforcement of overweight vehicles. The authors simulated the operation of a loading based toll station by STELLA, a microscopic, time step, and feedback based System Dynamics simulation software. This study evaluated toll station operation using simulation and the impact of traffic volume, truck percentage, and truck service time. The authors found that the decrease of truck service time should be a best method to increase the productivity of a toll station. The authors also concluded that the convert coefficients of heavy vehicles are different from those used in highway capacity study.
