The extended Huygens-Fresnel principle and ITU-R atmosphere model presented in 2001 by ITU-R are utilized to studied the statistical properties of laser beam propagation through the atmosphere turbulent in the slant path. It is assumed in the analysis that phase perturbation of the waves is the dominant effect due to the atmosphere turbulence and laser beam scattering from a diffuse target, the treatment includes the effects of the turbulent atmosphere both on the laser beam as it propagates to the target and it propagates back to the receiver. The statistical function includes the mutual coherence function, covariance of irradiance, and the power spectral density are calculated and discussed in detail
