INCIDENT COMMAND SYSTEM (ICS)BASED AREA CONTINGENCY PLANS

U.S. Coast Guard Marine Safety OfficeSan Francisco Bay (MSO SFB) embarked on a majorrevision of its three Area Contingency Plans (ACPs) andpublished them in a new consolidated Incident CommandSystem (ICS) based plan. Restructuring the plans to an ICSformat involved consolidating over 1800 pages, addinginformation and reformatting the sections into recognizabledivisions that are understandable to any spill responderwho understands ICS. Due to the large number of sensitivesites within the San Francisco Bay and Delta (SFBD)region, this section of the ACP was reorganized anddivided into Geographics Response Plans (GRPs) orgeographic zones for ease of use. The SFBD GRPs havecolor maps that show the sensitive sites in that zone foreasy identification. The new ACP can be easily accessedvia any computer platform using Adobe Acrobat PDF files.The online version allows the user to zoom into any desiredarea with linked tables of contents and GRP map links tothe sensitive sites. MSO SFB has successfully marketed thisplan by publishing it on our web site. Essential elements ofan ICS based ACP and computer enhancements arepresented along with problems encountered.
