The objective measurement and evaluationof risk has become more important than ever as companies,organizations and agencies seek to improve effectivenessand efficiency. Risk assessment is a business activity whichshould not be left solely to estimation or other largelysubjective means if improvement, quality and success are tobe maximized. Since the early 1990’s the United StatesCoast Guard has changed its business practices in order tobecome a “total quality, customer-focused” organization.The regular measurement of activities and results is nowkey to determining success in meeting organizational goalsand missions, as well as satisfying customer needs andexpectations. Risk management is an important part of thisendeavor. In 1994, Marine Safety Office Huntington, WestVirginia developed a very unique and useful riskassessment and management system to improve itseffectiveness in dealing with marine transportation relatedbulk oil and chemical facilities.
