Optimal national drug abuse control strategy

Arguing that the chemical substance abuse problem has become a public-health problem as well as a national-security problem, this paper presents models, analyses, and optimal solution to the socio-technical problem. The solution and its plan are comprehensive, cost-effective, and will produce immediate observable results. Its implementation will save from $100 billion (U.S.) per year to $200 billion (U.S.) per year in total social and economic costs of the current situation. In a position paper by the Regional Drug Initiative, it is projected that by the year 1997, the annual cost, due to drug-related accidents, will reach $150 billion (U.S.) per year. This paper announces a new hardware (counterdrug) technology and a plan that would completely eliminate this projected loss. It is therefore proposed that the plan presented in this paper be adopted for national implementation.
