Since the ISO9000 family standards were promulgated by the ISO, the attestation for qualityrnmanagement system becoming the upsurge of the world has resulted in the appearance of “ISO9000 phenomena”.rnAmong the enterprises that have passed the quality management system attestation, however, the quickrncompetition power of major enterprises has not gained obvious increase. The author considers that the mostlyrnreason resulting in this problem is that the related setups merely paid attention to the attestation on ISO9000 andrnneglected the study and application of the ways to fulfill quality management system. For this, with thernapplication of the principle of PDCA, and drawing on the experience of the process methods of the ISO9000 andrnthe system methods of management, the author analyses the basic requirement to fulfill quality managementrnsystem in enterprises; brings forward the nature of system, maneuverability, adaptability, the nature of standingrnamelioration of the quality management system, as well as the continuity of process control that must be noticedrnwhen fulfill the quality management system; schemes out the special procedures to establish full qualityrnmanagement system; figures that fulfilling the quality management should experience four phases-system plan,rnsystem implementing, system examine and system treatment and its fulfilling procedure should include eightrnsteps-system design-making, system programming, system analysis, system design, system running, systemrnassess, system improvement and system fulfill; and discusses the special activity and particular content that mustrnbe included in each step. Its harvests have rather great consultant value for enterprises to continuously actualizernquality amelioration, take their effort to meet the demand of customer, and to increase the quality of products.
