In the development of major infrastructure systems, including protective systems against natural hazards, engineering decisions are required at the planning and design stages. Such decisions are often made under conditions of uncertainty, and thus ought to consider the risk in the event of non-performance or failure of a major system. This paper will discuss the generation of the risk-based information necessary for formulating proper risk-informed decisions, with special reference to the development of protective systems under the threat of natural hazards such as earthquakes and strong winds. In particular, the analysis of seismic risks and their respective uncertainties, as well as the basis for risk-averse decisions to ensure safety of protective infrastructure, will be emphasized and illustrated.
