Water Transfers out of Agriculture—An Asian Challenge in the New Millennium

With the development of our social and economy, it is inevitable to reallocate water resources from traditional irrigation to other industries which might incur social trauma. The experience in Sri Lanka explains the reason of community's dissent and what should be done to ensure the equity of water use of all stakeholds.
