USE OF RISK INSIGHTS IN THE PRACTICAL IMPLEMENTATION OF INTEGRATED RISK-INFORMED DECISION-MAKING FRAMEWORK

While general guidance for addressing individualelements of the key principles of risk-informed decisionmaking(RIDM) are available in the literature, theimplementation of RIDM can still be challenging, whethera mature RIDM framework exists or not. Traditionally,RIDM approaches have focused strongly on the use ofrisk information, particularly quantitative results fromProbabilistic Risk Assessments (PRAs), with someindividual guidance on other key principles such asdefense in depth (DID) and safety margin (SM).Addressing these different principles in an integrated,balanced fashion that utilizes the strengths of eachprinciple while understanding the impact of uncertaintiesis not as easily implemented. In fact, evaluation of eachprinciple in isolation can lead to inadequate input fordecision-making purposes, while heavily relying on anysingle principle can negate the benefits from using a riskinformedapproach. This work focuses on the specificchallenges of the implementation of a truly IntegratedRIDM (IRIDM) framework and provides specificsolutions and detailed discussions and examples. Itdiscusses important clarifications of the key principles ofRIDM and their intended implementation; as well as theinterrelationship of the principles. A framework forIRIDM is presented that integrates the information thatneeds to be considered, documented, and communicatedto the decision-makers.
