Each and every knowledge management (KM) effort is based on a KM scope that shapes conceptions and decisions on what to manage, as well as what measures and methods to employ. KM scope is a key factor that determines the success and failure of KM efforts. The willingness and abilities of policymakers, managers and citizens to surface, challenge, transform and adopt KM scopes therefore matter. A scope that embraces knowledge, knowing and knower and that integrates the associated approaches has much to offer for ensuring that KM is meaningfully researched and beneficially applied. It is useful, before jumping into detailed KM investments and initiatives, to benchmark such a scope in a holistic and pragmatic manner.
