Soft system method and the construction of urban integrative function of GIS

System method, system project and information project are formerly in the "hard" system field, but with the society progressing, system analysis method spreads itself to "soft" area, such as social and civil system, et.. System method could better solve those problems that have vague solutions. Under rapid urban development, urban comprehensive function of GIS is posed. It is an intelligent tool to make the urban planning and management. There are lots of "soft problems" in the period of system construction. Using thought and method of soft system to guide urban comprehensive function of GIS could make up some shortages of "hard" system method. The paper explores the above problems.
