This paper proposes a novel optimal FGS rate allocation strategy for both FGS and multiple FGS video bi-streams. Using the relationship of Rate-Distortion (R-D) relationship, this strategy could achieve similar quality reconstruction for FGS video bit-stream under a certain bit rate constraint. In this paper, rate allocation problem is firstly described as minimizing the average distortion and constraining FGS video quality in a certain bound. Then Mean-ε algorithm is proposed to search for the optimal distortion for each frame by using the R-D relationship, which is obtained by bit-plane R-D sampling and piecewise linear interpolation. For the multiple sources, this paper proposes an extended strategy to allocate rate of each hit-stream fairly and differently with or without bandwidth priority assigned. Experiment results confirm the effectiveness of the proposed strategy.
