QUALITY CONTROL AND QUALITY ASSURANCE FOR CHIP SEAL PROJECTS IN SAN DIEGO COUNTY, CALIFORNIA, USA

This paper provides an outline of the Quality Control and Quality Assurance (QC/QA) program the County of San Diego applies to its annual chip seal project performed by private contractors. Included are descriptions of the County of San Diego's preventative maintenance program, methods of selecting roadways, QC/QA program, testing of asphaltic emulsion and aggregate products, quality control on the job site including factors that can impact the end product, and the Performance Based Guaranty requirements. The County's annual chip seal contract consists of approximately 120 to 200 roadway kilometers (75 to 125 roadway miles).
