After several years of work a new norwegian handbook for appraisal of road investmentsrnhas recently been adopted. The handbook treats impacts with and without monetaryrnvalues separately. Monetized values are calculated within the framework of a modern, butrntraditional Benefit Cost Analysis, BCA. The BCA is integrated into the wider impactrnanalyses, bridging the gap between impacts with and without monetary values.rnImpacts without monetary value are determined by their importance using overallrnassessment, with a gliding scale from very negative (----) to very positive (++++).rnA systematic step by step analysis of monetized and non-monetized impacts is used tornensure well founded professional recommendations to political decision makers.rnWe are now changing from a four year investment oriented national road plan to arnstrategic 10 year Norwegian Roads and Road Traffic Plan, NRRP. Strategic planning inrnthis context is to give maximum priority within specified planning budgets to variousrnstrategic goals, currently:rn1.Accessibility/mobilityrn2.Environmentrn3.Traffic safetyrn4.Regional balancernThe idea is to study differences in impacts between strategies as a basis for politicalrndiscussions and decisions. Lacking good operational tools for strategic planning, thernvarious strategies are therefore built with different packages of projects, put together tornmaximise the most relevant impacts of each strategy.rnFor investment projects data from the impact analyses using the new handbook arernaggregated to form the strategic impacts. For other themes than investment, various lessrnexact calculations and assumptions are made.rnThis approach to strategic planning involves handling very large amounts of data. To dornthis we have developed a national Project Data Bank, PDB, which currently hold morernthan 3000 single projects and road systems.rnThe approach gives reliable results regarding impacts of strategies, but is time consumingrnand requires handling too many details.rnWe are therefore in search for a simple method which is less dependent on detailedrnproject data. In the meantime we are trying to simplify our PDB for national use byrnomitting unnecessary details for all the links of individual road projects.
