STRATEGIC PLAN FOR THE REHABILITATION OF ARGENTINE RURAL ROADS APPLYING AN INNOVATIVE INTEGRAL SIMULATION MODEL FOR ECONOMIC & SOCIAL PROJECT APPRAISAL (EMRR)

This paper aims to provide an innovative and integral methodology for the elaboration of astrategic plan for the rehabilitation, maintenance and conservation for a rural road network,economically and financially sustainable that takes into account the possible technical andeconomic solutions, relating to the poor state of the rural roads, and the determination ofthe production benefits and possible social benefits for the local producers, in a givencountry or region.This new approach utilizes commonly road appraisal project tools, but in a different wayfrom the usual methods that are firmly focused on engineering and economic theory.The “Economic Evaluation Model for Rural Roads (EMRR)” developed, sets out ananalytical conceptual transport appraisal framework, capable of combining both qualitativeand quantitative benefits, based on the interaction between the system of activities and thetransport system.It also allows defining a strategic road plan of action, along preset executable cycles.EMRR is incorporated into a software tool that could be used for similar rural roadsstudies.The field study was conducted in the province of Jujuy, Argentina.
